This libguide is primarily designed for the faculty at Flagler College. It is my hope and expectation that we will use this as a platform to learn about, and discuss the opportunities and nuances of Open Educational Resources (OER’s). I also hope it will inspire us to expand our use of OER’s at Flagler College.
So what exactly are Open Educational Resources (OER's)?
Below are a few working definitions of Open Educational Resources (OER's)
Hewlett Foundation
The Hewlett Foundation defines “open education” to encompass the myriad of learning resources, teaching practices and education policies that use the flexibility of OER to provide learners with high quality educational experiences. Creative Commons defines OER as teaching, learning, and research materials that are either (a) in the public domain or (b) licensed in a manner that provides everyone with free and perpetual permission to engage in the 5R activities– retaining, remixing, revising, reusing and redistributing the resources.
UNESCO
"Open Educational Resources (OER) are teaching, learning or research materials that are in the public domain or released with intellectual property licenses that facilitate the free use, adaptation and distribution of resources."

By no means, is this an exhaustive list of research on the impact of OER’s. It’s just a small list of studies that could enhance the expansion of and sustainability of OER here at Flagler College.
The Need for OER
Respondents from the “2012 Florida Student Textbook Survey” indicated, as a result, of the high cost of textbooks:
63% reported not having purchased the required textbooks.
35% took fewer classes.
14% dropped a class.
10% withdrew from a class.
Florida Virtual Campus (2012)
“…Faculty and department chairpersons believe that the high cost of course material has a negative impact on student access. …“
Seaman and Seaman (2019)
Benefits- Cost
“…From 2002- 2012… new textbook prices increased by a total of 82%,...while tuition and fees increased 89% and overall consumer prices grew by 28%...”
United States Government Accounting Office. (2013)
Benefits- academic performance, impact on attrition and retention, and throughput rate
“…In the three key measures of student success- course completion, final grade of C- or higher, course grade- students whose faculty chose OER generally performed as well as or better than students whose faculty assigned commercial textbooks.”
Fisher, Lane et al. (2015)
“…This study adds to the growing body of research suggesting that OER are a promising avenue for reducing the costs of higher education without compromising academic success…”
Hilton et al. (2016)
Benefits- OER perception
“…Most students and teachers perceived their OER to be at least equal in quality to traditional textbooks they had used in the past…”

An individual faculty member, or department or college as a whole may want to create a rubric for evaluating an OER. An example or guidelines might include the suggestions on this attachment.

Dr. John Daniels teaches religion, theology, and library classes. He uses articles, course reserves, and other resources. Since January of 2020, he has saved Flagler College students almost $1000.
